استدعت فرنسا السفير الأمريكي يوم الإثنين للاحتجاج على مزاعم نشرتها صحيفة لوموند عن عمليات تجسس على نطاق واسع قامت بها وكالة الأمن القومي الأمريكي على مواطنين فرنسيين.
وتحدث تقرير الصحيفة عن أن الوكالة جمعت عشرات الآلاف من سجلات المكالمات الهاتفية الفرنسية وهو ما يهدد بأن يتحول الأمر الى خلاف دبلوماسي فيما وصل وزير الخارجية الأمريكي جون كيري الى باريس ليبدأ جولة أوروبية يبحث خلالها القضية السورية.
وقال وزير الخارجية الفرنسي لوران فابيوس للصحفيين على هامش اجتماع للاتحاد الأوروبي في لوكسمبورج "استدعيت على الفور السفير الأمريكي وسنستقبله هذا الصباح في وزارة الخارجية الفرنسية."
وكان وزير الداخلية الفرنسي مانويل فالس صرح في وقت سابق بأن ما كشفته الصحيفة عن أن وكالة الأمن القومي الامريكي سجلت 70.3 مليون بيان للهواتف الفرنسية بين العاشر من ديسمبر كانون الاول 2012 والثامن من يناير كانون الثاني 2013 "صادم".
وأضاف فالس لراديو اوروبا1 "اذا تجسست دولة حليفة على فرنسا او اي دول اوروبية أخرى فإن هذا غير مقبول بتاتا."
ورفض السفير الامريكي في فرنسا تشارلز ريفكين التعليق على نبأ استدعاء وزارة الخارجية له لكنه أكد أن العلاقات الامريكية الفرنسية وثيقة.
وقال لرويترز فيما وصل كيري الى باريس "هذه العلاقة على صعيد الجيش والمخابرات والقوات الخاصة... على المستوى الافضل منذ 30 عاما."
وفي يوليو تموز فتح الادعاء الفرنسي تحقيقات أولية في برنامج وكالة الأمن القومي الامريكي بعد أن كشفت مجلة دير شبيجل الألمانية وصحيفة الجارديان البريطانية عن عمليات تجسس واسعة النطاق تقوم بها الوكالة استنادا الى تسريبات المتعاقد السابق معها ادوارد سنودن.
وقال فابيوس "تلقينا تحذيرا في يونيو (بشأن البرنامج) وكان رد فعلنا قويا لكن الواضح أننا بحاجة الى مزيد من الإجراءات... يجب أن نضمن سريعا عدم تكرار هذه الممارسات."
وكتبت لوموند أن وكالة الأمن القومي الأمريكي استهدفت فيما يبدو أفرادا يشتبه في صلاتهم بالإرهاب وكذلك شخصيات مرتبطة بعالم الأعمال والسياسة في فرنسا.

France summoned the U.S. ambassador on Monday to protest against the allegations published by the newspaper Le Monde for spying widely carried out by the U.S. National Security Agency to French citizens.
The report of the newspaper that the agency collected tens of thousands of records of telephone calls French, which threatens to turn it into a diplomatic row with Foreign Minister arrived in the U.S. John Kerry to Paris, to start a European tour looking through the Syrian issue.
He said French Foreign Minister Laurent Fabius told reporters on the sidelines of a meeting of the European Union in Luxembourg "immediately summoned the U.S. ambassador and Snstqublh this morning in the French Foreign Ministry."
The French Interior Minister Manuel Valls said earlier that the newspaper revelations that the U.S. National Security Agency statement 70.3 million recorded for the French between phones tenth of December 2012 and the eighth of January 2013 "shocking."
He Valls told Europe 1 radio, "If an ally spied on France or any other European countries, this is totally unacceptable."
The rejection of the U.S. ambassador to France Charles Rivkin comment on the news of the Foreign Ministry called him but he stressed that the US-French relations document.
He told Reuters in Kerry arrived in Paris "this relationship at the level of the army and the intelligence and special forces ... at the best level in 30 years."
In July, French prosecutors opened a preliminary investigation in the program and the U.S. National Security Agency after it revealed the German magazine Der Spiegel and Britain's Guardian newspaper on spy operations and large-scale carried out by the agency based on previous leaks contracted with Edward Snowden.
Fabius said "We have received a warning in June (on the program) and the reaction was strong but it is clear that we need to further action ... we must ensure rapid non-recurrence of such practices."
Le Monde wrote that the U.S. National Security Agency apparently targeted individuals suspected of links to terrorism, as well as figures linked to the world of business and politics in France.
